Situation –
an incredibly steep
ramp-up in the scale and scope of the
Iraq
military support contract – LOGCAP – from a spend of $100
mil/year to a run rate of near $8 Billion/year – had overwhelmed
unprepared subcontract management & procurement professionals in
the field. The
company was at risk of losing the huge contract due to
government audit difficulties.
Actions Taken
– a multi-faceted plan
was formed:
·
Designed and setup a global,
Internet based sourcing system to attract qualified candidates
from all over the world, experienced in government procurement
work, and working in the 3rd world.

Via collaborative team work,
developed and documented a new organization structure
appropriate to the size, scale and complexity of the operation.
·
Organized a systematic vetting
process of phone and in-person interviews, later using
additional executive team members to generate ready-to-hire
candidates.
·
Collaborated with in-house HR leadership to develop a special on-boarding process
appropriate for very senior leadership professionals.
Results
– the procurement organization grew from 300 to over 2,000
people, and with the structure we designed, and leaders we
recruited, able to manage the huge project’s procurement (85% of
the work was done through subcontractors) effort successfully:

Performed hundreds of phone and
in-person interviews.
·
On-boarded over 20 director &
above procurement executives, 65 senior subcontract management
professionals, plus dozens of others.
·
Audit issues were resolved;
including disputed charges.
·
In spite of very low
fees/margins, the project became profitable
